That is a former N&W(note bell up front) GP rebuilt with a Caterpillar engine, N&W called it a TC-10 several were built, used mainly for yard & transfer...another failed attempt for Cat powered locomotives.

its also not taken at Kinsley. These units are at Wright, KS near Dodge City.
